About The Role

FDM is a global business and technology consultancy seeking a Senior Business Analyst to work for our client within the public sector. This is initially a 6-month contract with the potential to be extended after this initial period. This will be a Hybrid role based in one of 15 office locations including London, Newcastle, Leeds, York and Edinburgh.

Our client is seeking an experienced Senior Business Analyst to support a high-profile regulatory transformation programme. This initiative involves the successful migration of a newly established regulatory body into its long-term departmental home, a process requiring precision, strategic oversight, and cross-functional coordination.

The programme is centred on ensuring regulatory clarity, operational continuity, and legal compliance, while aligning with broader departmental and governmental frameworks. Business Analysts will play a crucial role in shaping the operating model, embedding resident engagement at the heart of regulatory design, and facilitating collaboration across a complex landscape of governance, policy, legal, and digital functions.

This is a unique opportunity to contribute to the long-term reform of a national regulatory body, working at the intersection of public policy, service delivery, and organisational transformation.

Responsibilities

  • Leading high-impact, cross-cutting projects with end-to-end responsibility, from strategic definition through to delivery and evaluation
  • Establishing and maintaining productive relationships with a wide range of stakeholders, including policy teams, legal experts, delivery partners, and residents’ groups
  • Driving consistency and excellence in business analysis practice, acting as a key point of reference for analysis standards and tools across the programme
  • Leading and contributing to the department’s business analysis community of practice, mentoring peers and shaping professional development activities
  • Identifying opportunities for operational and service improvement through analysis of processes, data flows, organisational design, and user needs
  • Coordinating the elicitation, documentation, validation, and management of business and functional requirements, ensuring they align with overarching programme objectives
  • Supporting testing and assurance phases by validating solutions against business needs, ensuring regulatory and operational integrity
  • Collaborating closely with multidisciplinary teams (including service designers, user researchers, policy professionals, and delivery leads) to ensure that user needs are fully integrated into process and system designs

About You

Requirements 

  • A minimum of five years’ experience in business analysis roles, ideally in government, arms-length bodies, or consultancy engagements within the public sector
  • Experience adapting business analysis approaches within agile, waterfall, or hybrid delivery models, with a pragmatic understanding of when and how to apply specific methods
  • Advanced capability in business process modelling, systems analysis, and service design, with the ability to distil complexity into clear, actionable insights
  • Exceptional stakeholder engagement skills, with experience navigating high-stakes environments and managing relationships at senior levels
  • Proficiency in end-to-end requirements lifecycle management, including traceability, change control, and impact assessment across delivery stages
  • Strong written and verbal communication skills, with the ability to present complex findings and recommendations clearly to both technical and non-technical audiences
  • Familiarity with regulatory environments or statutory transformation programmes is desirable but not essential
