About The Role

FDM is a global business and technology consultancy seeking a Technical Business Analyst to work for our client within the public sector. This is initially a 3-month contract with the potential to extend and will be a hybrid role that will be based in Manchester.

We are seeking an experienced Technical Business Analyst to support a strategic technology transformation programme. The organisation is currently operating legacy software that is no longer fit for purpose and is looking to define future business requirements, develop a target operating model, and undertake a formal procurement process to identify and implement a replacement solution.

The successful candidate will play a key role in understanding current business processes, eliciting and documenting requirements, defining future-state operating models, supporting procurement activities, and ensuring business needs are translated into clear solution requirements for potential suppliers.

Responsibilities

Requirements Elicitation & Analysis

  • Lead workshops and stakeholder interviews to capture, challenge and document business requirements.
  • Analyse current systems, processes, and ways of working to identify pain points and opportunities for improvement.
  • Produce high-quality business requirements, functional requirements, user stories, use cases and process documentation.
  • Facilitate consensus across stakeholders with varying priorities and requirements.
  • Define and maintain requirements traceability throughout the programme lifecycle.

Business Process & Operating Model Design

  • Conduct current-state ("As-Is") process analysis and mapping.
  • Design future-state ("To-Be") processes aligned to business objectives and technology capabilities.
  • Support the development of Target Operating Models (TOMs) covering people, process, technology and governance considerations.
  • Identify process improvement and transformation opportunities.

Procurement & Tender Support

  • Work closely with procurement and business stakeholders to support the technology procurement process.
  • Develop detailed requirements documentation for use in Requests for Information (RFI), Requests for Proposal (RFP), Invitations to Tender (ITT) and supplier evaluation activities.
  • Support the development of evaluation criteria and supplier assessment frameworks.
  • Participate in supplier demonstrations, evaluations and solution assessments.
  • Assist with gap analysis between business requirements and proposed vendor solutions.

Stakeholder Management

  • Build strong relationships across business, technical, operational and procurement teams.
  • Present findings, recommendations and requirements documentation to senior stakeholders.
  • Manage stakeholder expectations and facilitate decision-making throughout the programme.

Delivery Support

  • Support solution selection and implementation planning.
  • Work alongside project managers, technology teams and suppliers to ensure requirements are understood and delivered.
  • Contribute to change impact assessments and business readiness activities as required.

About You

  • Proven experience working as a Business Analyst on technology transformation or system replacement programmes.
  • Strong background in requirements elicitation and documentation for new software or system implementations.
  • Experience supporting technology procurement exercises, including RFI, RFP and ITT processes.
  • Experience developing Target Operating Models (TOMs).
  • Advanced business process mapping and analysis skills using recognised methodologies.
  • Strong workshop facilitation and stakeholder engagement skills.
  • Experience conducting current-state and future-state process analysis.
  • Ability to translate complex business needs into clear, structured requirements.
  • Strong analytical, communication and documentation skills.
