Senior Program Manager

This position requires the successful candidate to work on a W2 directly with FDM. We cannot accept C2C, 1099 or employment sponsorship (e.g. H1-B) for this position.

FDM is seeking a Program Manager located in NYC to support a project in the Banking sector. Involvement in this project is anticipated to last initially 12 months but may be extended.

This role will be hybrid with requirements to be in office 3 days per week.

Senior Technical Program Manager -Regulatory Reporting, DevOps & Strategic Initiatives:

We are seeking a highly motivated and experienced Senior Technical Program Manager to support a portfolio of strategic regulatory reporting, platform modernization, cloud migration, and operational excellence initiatives.

This individual will serve as the primary Program Manager for our Regulatory Development organization, supporting mission-critical regulatory reporting platforms including CAT (Consolidated Audit Trail), Electronic Blue Sheets (EBS), SEC Rule 605/606 Reporting, TAF, and related regulatory solutions. In addition, the role will provide program leadership and governance support to our DevOps organization, with significant emphasis on Risk Reduction, Controls, Vulnerability Remediation, Infrastructure Modernization, Release Governance, and Cloud Transformation initiatives. These areas are active operational and governance priorities across the organization.

The successful candidate will also act as a strategic extension of the PMO leadership team, helping drive executive-level reporting, portfolio governance, resource planning, status communications, and organizational reporting. This role requires exceptional communication skills and the ability to influence and coordinate across senior business, technology, operations, architecture, infrastructure, and regulatory stakeholders.

Key Responsibilities

Program Delivery & Portfolio Management

• Lead program management activities across multiple regulatory reporting initiatives including CAT, EBS, 605/606, TAF, and related compliance programs.
• Manage project timelines, milestones, dependencies, risks, issues, and executive communications.
• Coordinate delivery activities across development, QA, architecture, DevOps, product owners, and business stakeholders.
• Drive program governance processes, including status reporting, steering committee updates, action item tracking, and dependency management.
• Ensure successful execution of strategic technology initiatives ranging from platform modernization to cloud migrations.

DevOps, Risk & Controls Governance

• Partner closely with DevOps leadership to track and coordinate:
• Infrastructure modernization initiatives
• Security remediation programs
• Vulnerability reduction efforts
• Operational controls enhancements
• Change management activities
• Release readiness and governance
• Monitor and communicate risks associated with production changes, regulatory deadlines, infrastructure upgrades, and cloud migration efforts.
• Facilitate cross-functional coordination for CRQs, release reviews, production deployments, and operational readiness activities

Executive Communications & Reporting

• Develop high-quality executive communications for senior leadership.
• Produce concise, data-driven status updates, dashboards, presentations, scorecards, and portfolio reports.
• Create and maintain program reporting using:
• Excel
• PowerPoint
• Jira
• Confluence/Wiki platforms
• Agile delivery tools
• Support leadership in preparing organizational updates, accomplishments, metrics reporting, cloud migration progress, risk assessments, and strategic presentations.

Agile & Delivery Leadership

• Facilitate Agile ceremonies including:
• Sprint planning
• Backlog reviews
• Daily standups
• Retrospectives
• Release planning
• Apply Agile, Scrum, Kanban, Waterfall, and Hybrid delivery methodologies as appropriate.
• Establish effective delivery processes and identify opportunities for continuous improvement.

Qualifications

• Experience Program Management, Project Management, Scrum Master, or PMO experience.
• Experience managing technology delivery programs in complex enterprise environments.
• Strong understanding of:
• Agile
• Scrum
• Kanban
• Waterfall
• Hybrid delivery models
• Experience managing multiple concurrent projects and stakeholders.
• Excellent verbal, written, and executive communication skills.
• Proven experience creating executive-level PowerPoint presentations and Excel-based reporting.
• Strong organizational, planning, and leadership skills.
• Demonstrated ability to manage risks, dependencies, and competing priorities.

• Experienced managing initiatives involving regulatory compliance, operational controls, infrastructure modernization, release governance, and cloud transformation.
• Comfortable serving as a trusted partner to senior leadership and helping drive organizational priorities across multiple teams.

• Successfully manage delivery for key Regulatory Development initiatives.
• Improve visibility into DevOps, Risk, and Controls programs.
• Produce high-quality leadership reporting and executive presentations.
• Strengthen portfolio governance and cross-team coordination.
• Become a trusted extension of PM leadership for strategic planning, execution tracking, and executive communications.
