About The Role

FDM is a global business and technology consultancy seeking a Programme Manager (Target Operating Model Implementation) to work for our client within the Public Sector / Organisational Transformation space. This is a 6 month contract opportunity with strong potential to extend and can be delivered on a hybrid basis based in London, with on‑site presence required depending on programme needs and senior‑stakeholder engagement.

Our client is delivering a major organisational transformation programme focused on designing and implementing a new Target Operating Model. This role sits at the heart of the programme, providing strategic leadership, shaping workstreams, driving delivery momentum and ensuring alignment across senior stakeholders, while remaining hands‑on enough to unblock progress and ensure real‑world execution.

Responsibilities:

  • Lead the delivery of a complex Target Operating Model implementation programme, ensuring clear structure, governance and accountability
  • Work closely with Executive and senior leadership to shape programme direction, refine approach and maintain alignment across workstreams
  • Manage programme‑level risks, dependencies and stakeholder expectations, ensuring issues are resolved quickly and effectively
  • Balance strategic leadership with hands‑on delivery, stepping into operational detail where required to maintain pace and clarity
  • Drive programme discipline, ensuring robust planning, reporting, prioritisation and measurable progress against agreed outcomes

About You

  • Significant experience leading complex organisational transformation or Target Operating Model programmes
  • Strong credibility with senior leadership and Executive‑level stakeholders, with the confidence to challenge constructively
  • Excellent programme structuring, governance and delivery skills, with a track record of driving clarity in challenging environments
  • Ability to switch effectively between big‑picture strategic thinking and detailed, practical delivery
  • Minimum 5 years’ experience as a Programme Manager delivering large‑scale change in complex organisations
