About The Role

FDM is a global business and technology consultancy seeking a Senior Product Manager to work for our client within the Government / Public Sector sector. This is a fixed term contract for a maximum duration of 6 months, with an anticipated start date of 1 August 2026 and will be a fully remote role.

Our client is seeking an experienced Senior Product Manager to support the Land Use Planning (LUP) Programme, a significant digital transformation initiative currently progressing from design into build. The programme is focused on delivering an Angular-based digital solution that supports land use planning and scientific modelling activities, helping users assess and understand risk across different planning scenarios.

The successful candidate will provide product leadership during a critical phase of the programme, working closely with delivery, engineering, architecture and business stakeholders to ensure the product delivers measurable value, aligns with user needs and meets Government Digital Service (GDS) standards and expectations. This role requires a highly experienced Product Manager with a strong Government digital background and proven experience leading products through GDS assessments and service lifecycle stages.

Responsibilities: 
 
  • Own and deliver the product vision, strategy and roadmap for the Land Use Planning digital service.
  • Lead product planning and prioritisation activities, ensuring delivery remains aligned with user needs, business outcomes and organisational objectives.
  • Manage and prioritise the product backlog, working closely with delivery and engineering teams to maximise value delivery.
  • Prepare the service for GDS assessments and provide leadership throughout assessment activities.
  • Ensure the service adheres to Government Digital Service standards, frameworks and best practice.
  • Work collaboratively with Delivery Managers, engineers, architects and business stakeholders to support successful delivery.
  • Champion user-centred design principles and ensure product decisions are informed by evidence, research and user needs.
  • Facilitate stakeholder engagement, governance activities and product decision-making forums.
  • Define and track product objectives, outcomes and success measures.
  • Provide product leadership as the programme transitions from design into build and delivery. 

About You

  • 7+ years' experience working as a Product Manager, Senior Product Manager or Lead Product Manager within complex digital and technology environments.
  • Extensive experience delivering digital products within Government departments or the wider Public Sector.
  • Proven experience preparing for and supporting Government Digital Service (GDS) assessments.
  • Strong understanding of the GDS Service Standard, service lifecycle and digital delivery best practices.
  • Demonstrable experience defining product strategies, roadmaps, objectives and prioritisation approaches.
  • Experience managing product backlogs and working within Agile multidisciplinary teams.
  • Strong stakeholder management skills with experience engaging senior leaders, programme stakeholders and delivery teams.
  • Deep understanding of user-centred design principles and evidence-based product decision making.
  • Experience working closely with delivery, engineering and architecture teams throughout the product lifecycle.
  • Experience working on digital services built using modern web technologies, ideally including Angular-based applications.
  • Excellent communication, leadership and facilitation skills.
  • Must be eligible to obtain and maintain BPSS clearance.
