About The Role

FDM is a global business and technology consultancy seeking a Senior Project Manager to work for our client within the Public Sector. This is initially a 6 month contract with very good prospects to extend and will be a remote role.

Our client is seeking an experienced Senior Project Manager to lead a large and complex procurement programme.The role will work closely with commercial, finance, policy, legal and operational teams to manage the end to end delivery of the procurement, ensuring strong governance, clear delivery planning and effective decision making throughout. 

The successful candidate will need strong public sector project delivery experience and a clear understanding of the Government Five Case Model, HM Treasury Green Book principles and Full Business Case development. A key requirement is the ability to personally write the Management Case, setting out the governance, project controls, delivery mechanisms, assurance, benefits management, risk management, mobilisation and transition arrangements required to support a major procurement.

Responsibilities:

  • Lead the delivery of a major procurement programme from initiation through business case approval, procurement activity, contract award and mobilisation.
  •  Manage the Full Business Case process, with direct responsibility for writing and maintaining the Management Case in line with the Government Five Case Model and Green Book guidance.
  •  Establish and maintain clear programme governance, reporting, assurance, delivery plans, milestones, risks, issues, dependencies and decision making routes.
  • Work closely with commercial, procurement, finance, legal, policy and operational stakeholders to ensure the procurement is deliverable, compliant and aligned to business outcomes.
  •  Prepare high quality papers, updates and recommendations for senior stakeholders, governance boards and approval forums. 
  

About You

  • Minimum 5 years’ experience leading large scale public sector procurement programmes.
  • Essential experience working with the HM Treasury Green Book and Government Five Case Model.
  • Proven experience developing and managing Full Business Cases for complex public sector programmes or procurements.
  • Mandatory direct experience personally writing the Management Case within a Full Business Case, including governance, delivery mechanisms, project controls, assurance, benefits realisation, risk management, mobilisation and transition planning.
  • Strong stakeholder management experience, with the ability to work confidently across commercial, procurement, finance, legal, policy and operational teams.
  • Experience working within Central Government, an Arm’s Length Body or a regulatory organisation.
  • Experience operating in complex, regulated or politically sensitive public sector environments.
  • BPSS clearance required. 

Desirable: 

  • Experience supporting major transformation or procurement programmes within a regulator or public sector organisation. 
  • Knowledge of the Building Safety Regulator, Health and Safety Executive or wider regulatory landscape.
  • Relevant project delivery qualification such as PRINCE2 Practitioner, MSP, APM, PMP or Better Business Cases.
