About The Role

FDM is a global business and technology consultancy seeking a Business Case Writer to support the development of investment proposals and strategic change initiatives across our client's public sector portfolio. The successful candidate will lead the drafting and structuring of business cases in accordance with HM Treasury’s Green Book guidance, ensuring alignment with best practice in options appraisal, value for money, and benefit realisation. This is an initial four-month contract with the potential for extension. The role follows a hybrid working model and can be based at one of several office locations across Scotland and throughout the North and South of the UK.

Responsibilities:

  • Lead the development of business cases (Strategic, Outline, and Full) in line with the Five Case Model and HM Treasury Green Book standards.
  • Collaborate with stakeholders across policy, operations, digital, finance, and delivery teams to gather inputs and validate assumptions.
  • Translate complex programme objectives into structured, persuasive narratives that support decision-making and funding approval.
  • Ensure business cases clearly articulate strategic alignment, economic rationale, commercial viability, financial affordability, and deliverability.
  • Support the development of benefit maps, logic models, and risk registers to underpin robust options appraisal.
  • Coordinate inputs from subject matter experts, including cost modelling, impact assessments, and implementation planning.
  • Provide guidance and templates to programme teams to improve consistency and quality of business case submissions.
  • Present drafts to senior stakeholders, incorporating feedback and ensuring clarity, accuracy, and compliance with governance standards.

 

About You

  • Minimum 4 years of experience in a similar role.
  • Proven experience in drafting business cases for public sector programmes, aligned to HM Treasury Green Book guidance.
  • Strong understanding of the Five Case Model and its application to strategic, economic, commercial, financial, and management dimensions.
  • Excellent written communication skills, with the ability to synthesise complex information into clear, structured outputs.
  • Experience working with multidisciplinary teams and engaging stakeholders at all levels.
  • Familiarity with public sector governance, investment approval processes, and programme delivery environments.
  • Ability to manage competing priorities and deliver high-quality work under pressure.

Desirable

  • Experience supporting transformation programmes in regulatory, operational, or digital contexts.
  • Familiarity with benefit management, cost modelling, and risk analysis techniques.
  • Understanding of government assurance processes and business case review cycles.
