About The Role

FDM is a global business and technology consultancy seeking a Bid Manager to work for our client within the government sector. This is initially a 2 month contract with potential to extend and will be a hybrid role based in one of the various offices in the UK including London, Manchester, Liverpool, Leeds and Newcastle.  

Our government client is undertaking a major strategic procurement to secure an overarching delivery partner/(s) to support a wide range of transformation activities. They are seeking an experienced Bid Manager to lead and manage the full end‑to‑end procurement process, ensuring robust commercial governance, high‑quality tender documentation, and effective supplier engagement throughout.

This role is central to shaping a long‑term strategic partnership that will span operating model design, people and capability development, process improvement, and implementation support across multiple workstreams.

Responsibilities:
 
  • Lead the end‑to‑end management of a large, complex procurement exercise, ensuring compliance with public‑sector procurement regulations and internal governance.
  • Develop, draft, and refine procurement documentation including specifications, evaluation criteria, tender packs, and supporting materials.
  • Coordinate and facilitate tender processes, including supplier briefings, clarification rounds, evaluation panels, and moderation sessions.
  • Act as the primary point of contact for suppliers, ensuring clear communication, timely responses, and a professional procurement experience.
  • Work closely with internal stakeholders to understand requirements, translate them into clear commercial specifications, and ensure alignment across multiple functional areas.
  • Manage relationships with existing strategic partners (e.g., Deloitte) while supporting the transition toward a single overarching partnership model.
  • Oversee procurement timelines, risks, dependencies, and reporting to ensure delivery against programme milestones.
  • Provide expert advice on procurement strategy, market engagement, and best practice approaches for strategic partnership sourcing.

About You

  • Proven track record managing complex, high‑value, end‑to‑end procurements within government or regulated environments.
  • Strong experience writing tender documentation, specifications, and evaluation materials.
  • Demonstrated ability to facilitate tender processes, including supplier engagement and evaluation governance.
  • Experience delivering or procuring strategic partnership models involving multiple suppliers or multidisciplinary delivery areas.
  • Excellent stakeholder management skills, with the ability to work across diverse teams and translate technical requirements into clear commercial outputs.
  • Strong organisational and communication skills, with the ability to manage competing priorities in a fast‑moving environment.
Desirable Experience:
 
  • Familiarity with operating model design, organisational change, or transformation programmes.
  • Experience working with or managing consultancy partners.
  • Understanding of public‑sector commercial frameworks and procurement routes.
