About The Role

FDM is a global business and technology consultancy seeking a Senior CTO Delivery Lead to work for our client within the healthcare sector. This is initially a 6 month contract with the potential to extend and will be a hybrid role based in London.

Our client is seeking a Senior 
CTO Delivery Lead to support CTO-led change, infrastructure modernisation and enterprise transformation activity. 
 
The role works closely with the CTO and CTO Leadership team to ensure all CTO pillar projects are actively managed, governed and controlled. The CTO Delivery Lead provides early visibility of risks, issues and delivery trade-offs, enforces the new delivery and governance standards, and ensures consistent project and programme delivery control. 

The successful candidate will identify and manage dependencies across CTO pillar projects, work with other Delivery Leads to manage cross-pillar dependencies, and feed CTO pillar plans into the single D&T Plan. The role also manages project managers and Agile team performance for CTO pillar projects, ensuring delivery teams apply consistent controls and frameworks and remain focused on measurable business outcomes. 
 
Key Responsibilities: 
 
  •  Define and implement governance structures: Using pre-established D&T delivery frameworks, independently establish and operate governance for large, complex CTO programmes and pillar projects. Ensure effective management of performance, delivery, risks and issues, providing clear oversight and direction. 
  •  Ensure project and programme delivery control: Apply consistent delivery controls, reporting cadence, decision discipline, RAID management, milestone tracking and quality standards across CTO pillar projects. 
  •  Manage risks, issues and dependencies: Ensure all risks and issues are documented with clear actions, mitigations and contingency plans. Provide early visibility to the CTO DTLT member and relevant governance forums. Identify interdependencies across CTO projects and work with other Delivery Leads to manage cross-pillar dependencies. Use existing experience and judgement to identify and continually test CTO related dependencies across strategic programs where the they may not be obvious. 
  •  Integrate CTO plans into the single D&T Plan: Ensure CTO pillar plans, milestones, dependencies and delivery forecasts are accurately reflected in the single D&T Plan, supporting enterprise-level prioritisation and transparency. 
  •  Deliver Always-On infrastructure outcomes: Drive delivery of modern, resilient, secure and standardised infrastructure platforms that minimise downtime, strengthen business continuity and reduce operational disruption. 
  •  Enable enterprise transformation: Coordinate infrastructure delivery that enables next-generation enterprise applications, including S/4HANA. 
  •  Reduce cyber, regulatory and reputational risk: Support replacement of end-of-life infrastructure to eliminate vulnerabilities, maintain compliance and protect client's brand and shareholder value.
  •  Manage PM and Agile team performance: Set clear expectations for PMs and Agile delivery teams supporting CTO pillar projects. Coach teams to improve predictability, delivery discipline, dependency management and proactive issue resolution. Vet, select and manage fit for purpose third party delivery resources to complement the team.
  •  Collaborate to improve delivery methodology: Work with the central D&T Delivery team and Digital Strategy PMO to enhance standard programme methodologies, tools, sourcing, delivery controls and quality assurance. 
  •  Stakeholder and leadership engagement: Build trusted relationships with the CTO DTLT members, D&T Delivery, product/platform teams, strategic vendors and business stakeholders, ensuring leaders have the insight needed to make timely prioritisation and trade-off decisions. 
  •  Forward Planning and Investment Prioritisation: In partnership with the CTO Portfolio lead, establish and maintain rolling 3 and 1 year plans ensuring investment budget is prioritised to deliver business priorities. 

About You

  • Technical proficiency: Strong understanding of digital and technology landscapes, with practical experience of infrastructure, hosting, enterprise architecture, cyber risk, delivery governance and the standard tools, platforms and methodologies used in Digital & Tech projects. 
  • Technology Domain Accountability: The CTO Delivery Lead will provide delivery leadership across the CTO portfolio, ensuring successful execution of infrastructure, workplace and platform transformation initiatives across the following capability areas.  Experience of working across the following domains is required.
  • Cloud & Infrastructure Services: cloud platforms, hosting, compute, storage, database and infrastructure modernisation. (China cloud and infra service experience preferred but not essential) 
  • Infrastructure Operations & Reliability: operational stability, resilience, disaster recovery, monitoring and service continuity.
  • Network & Connectivity Services: enterprise network, connectivity, network transformation and operational performance.
  • Digital Workplace Services: end-user computing, collaboration platforms, endpoint management and workplace productivity services.
  • Identity & Security Platforms: identity and access management, privileged access management and security platform delivery.
  • Platform Engineering & Automation: DevOps, automation, observability and platform engineering capabilities.
  • Enterprise Technology Platforms:  enabling next-generation business platforms, enterprise architecture alignment and infrastructure readiness for strategic transformation programmes.
  • Leadership and team management: Demonstrated ability to lead and motivate cross-functional teams, fostering collaboration and driving project success. Ability to align multiple technical experts and teams to focus on delivering against one plan which prioritised business priorities vs technical domain priorities.
  • Change management: Experience managing technology change in large organisations, including the ability to adapt strategies to evolving infrastructure, hosting, transformation and regulatory needs. 
  • Analytical and problem-solving skills: Strong analytical skills to assess delivery performance, dependency health, risk exposure and project controls, and to implement effective solutions to complex delivery challenges. 
  • Agile and Lean methodologies: Experience with Agile and Lean methodologies, enabling flexible and efficient project delivery. 
  • Stakeholder engagement: Proven ability to build and maintain strong relationships with senior stakeholders, vendors, delivery teams and cross-functional partners. 
  • Cultural awareness: Ability to work effectively in diverse cultural environments, understanding and respecting different perspectives and practices. 
  • Certification: Relevant certifications such as PMP, PRINCE2 or Agile certifications, which demonstrate a commitment to professional development and industry standards.
  • Innovative problem solving: Ability to think creatively and develop innovative solutions to complex challenges, driving continuous improvement and business transformation. 
  • Adaptability and resilience: Demonstrated ability to adapt to changing circumstances and remain resilient under pressure, ensuring consistent project delivery in dynamic environments. 
  • Global delivery experience: Experience working in global or multicultural settings, with the ability to navigate regional delivery needs and respect diverse cultural norms and practices. 
  • Data-driven decision making: Proficiency in using data analytics to inform decision-making and measure project success, ensuring alignment with strategic objectives. 
    Preferred 
  • Infrastructure Modernization Experience: Experience delivering infrastructure refresh, hosting, resiliency, cyber remediation or enterprise architecture programmes. 
  • Advanced communication skills: Exceptional verbal and written communication skills, with the ability to convey complex information clearly and persuasively to diverse audiences. 
  • China Cloud and Infrastructure Platforms: Experience working with and knowledge of the China Digital Technology landscape if preferred but not essential

    Technology Domain Accountability

The CTO Delivery Lead will provide delivery leadership across the CTO portfolio, ensuring successful execution of infrastructure, workplace and platform transformation initiatives across the following capability areas.  At least 10 years of experience working across the following domains is required.
 
  • Cloud & Infrastructure Services – cloud platforms, hosting, compute, storage, database and infrastructure modernisation.
  • Infrastructure Operations & Reliability – operational stability, resilience, disaster recovery, monitoring and service continuity.
  • Network & Connectivity Services – enterprise network, connectivity, network transformation and operational performance.
  • Digital Workplace Services – end-user computing, collaboration platforms, endpoint management and workplace productivity services.
  • Identity & Security Platforms – identity and access management, privileged access management and security platform delivery.
  • Platform Engineering & Automation – DevOps, automation, observability and platform engineering capabilities.
  • Enterprise Technology Platforms – enabling next-generation business platforms, enterprise architecture alignment and infrastructure readiness for strategic transformation programmes.
